Celibacy Certificate

Afghan nationals residing in Germany can apply for a Celibacy Certificate (Confirmation of Unmarried Status) at this Consulate General. This certificate confirms that the applicant is currently unmarried and is commonly required for marriage registration in Germany or other countries.

Important Information:
The applicant, along with three confessors and two witnesses who are adult Afghan citizens, must visit the Consulate General in person. This document cannot be processed or issued in the absence of the applicant, via post, or online.

Applicants must book an appointment in advance through the official online system. Visiting the Consulate General without an appointment is not permitted.

Applications are accepted only during official working hours: Monday to Thursday, 9:00 – 14:00.

Who Can Apply — Eligibility

Afghan nationals who left Afghanistan before reaching the legal age of 18 and have been residing as refugees or migrants in Germany, can apply for a Celibacy Certificate at this Consulate General. Three confessors and two witnesses must be present, and an Erweiterte Meldebescheinigung (Extended Registration Certificate) is required as proof that the applicant was under 18 when they left Afghanistan.
Afghan nationals who left Afghanistan after reaching 18 years of age and moved to a third country, and who already hold a previous Celibacy Certificate, can apply for a renewal at this Consulate General. Three confessors and two witnesses must be present to confirm the continued unmarried status.
Afghan nationals who left Afghanistan after the age of 18 and do not have a prior Celibacy Certificate must obtain one from Afghanistan through the Afghan courts. In this case, a written request must be submitted to the Consulate General with full personal details (full name, father's name, place of residence, province, district, Tazkira number, volume, page and registration number). The Consulate will forward the request to the relevant Afghan court on your behalf.

Required Documents

The official Celibacy Certificate Form must be downloaded and completed before attending the appointment. The applicant, three confessors, and two witnesses must all fill in their details, attach their photos, and provide their signatures or thumbprints.
The applicant, three confessors, and two witnesses must all provide their original Tazkira, e-Tazkira, or valid Afghan Passport, along with copies.
The applicant, three confessors, and two witnesses must all provide a copy of their Aufenthaltstitel or Personalausweis — both sides, clearly showing name and address.
The applicant, three confessors, and two witnesses must all provide two recently taken passport-size photos with a plain white background.

Required only for applicants who left Afghanistan before the age of 18. This document is issued by the local German registration office (Einwohnermeldeamt) and serves as evidence confirming when the applicant arrived in Germany.
Three confessors and two witnesses who are adult Afghan citizens must be present in person. All of them must bring the same documents as the applicant: Afghan Tazkira or Passport, proof of German residence, and two passport-size photos.

Issuance Process

  1. In-Person Interview: The applicant must attend a mandatory interview at the Consulate General. The celibacy status will be verified based on submitted documents and the statements of the confessors and witnesses.
  2. Document Verification: All documents — for the applicant, confessors, and witnesses — will be reviewed and verified by consular staff. If anything is missing, the application cannot be processed.
  3. Same-Day Issuance: Once all requirements are met, the Celibacy Certificate will be issued on the same day during working hours.

Important Notes

  • Validity: 6 months. The Celibacy Certificate is valid for 6 months from the date of issuance.
  • Arrived in Germany after age 18 without a prior certificate? You cannot apply directly at this Consulate General. You must first obtain a Celibacy Certificate from the relevant court in Afghanistan. The Consulate can submit a written request on your behalf.
  • All confessors and witnesses must be present. Three confessors and two witnesses are required. Without all five persons, the application cannot be processed.
  • Bring complete documents. Incomplete applications will not be accepted. Please check all requirements carefully before your appointment.
