Hasr-e-Wirasat

Afghan nationals residing in Germany can apply for a Hasr-e-Wirasat (Inheritance Certificate) at this Consulate General. This document is required to formally establish the legal heirs of a deceased Afghan national and is essential for inheritance proceedings, property transfers, and other legal matters in Afghanistan.

What is a Hasr-e-Wirasat?:
Hasr-e-Wirasat is an official legal document that confirms the death of a person and identifies their lawful heirs. It is required for settling the estate of the deceased, including the sale or distribution of property, accessing bank accounts, conducting legal proceedings, and handling all matters related to the inheritance. It ensures that no heir is concealed and that all legal rights are properly assigned.
Important Information:
At least one heir, along with three confessors and two witnesses who are adult Afghan citizens, must visit the Consulate General in person. This document cannot be processed via post or online.

An appointment must be booked in advance through the official online system. Visiting the Consulate General without an appointment is not permitted.

Applications are accepted only during official working hours: Monday to Thursday, 9:00 – 14:00.

Required Documents

The application form must be completed carefully and accurately in Dari or Pashto. Special attention must be given to the full names of the deceased and all heirs, dates, places, and figures. Any error or omission may result in rejection of the application.
All attending heirs, three confessors, and two witnesses must provide their original Afghan Tazkira, e-Tazkira, or Afghan Passport, along with copies. Two recent passport-size photos (with white background) must also be provided by each person.
All attending heirs, three confessors, and two witnesses must provide a copy of their Aufenthaltstitel or Personalausweis (both sides, showing name and address).
A copy of the official death certificate of the deceased — either the German Sterbeurkunde or the Afghan death certificate — must be provided. The document must confirm the date, place, and cause of death.
Three confessors (اقرارکنندگان) and two witnesses (شاهدان) who are adult Afghan citizens must be present. They must personally attest that they have full knowledge of the deceased and all lawful heirs, and that no heir is being concealed. Confessors must not themselves be among the heirs.

Issuance Process

  1. In-Person Appointment: At least one heir, together with three confessors and two witnesses, must attend the appointment at the Consulate General and present all required documents.
  2. Interview and Verification: The consular officer will conduct an interview with the confessors and witnesses to verify the identity of the deceased, the date and cause of death, and the complete list of all legal heirs. All information is recorded in writing.
  3. Same-Day Issuance: Once all requirements are met and the fee is paid, the Hasr-e-Wirasat will be issued on the same day during working hours.

Important Notes

  • All heirs must be listed. The Hasr-e-Wirasat must include the names of all legal heirs, whether they reside inside or outside Afghanistan. Concealing any heir is a criminal offence and renders the document invalid.
  • Not all heirs need to be present. At least one heir must attend in person. However, all heirs — wherever they reside — must be listed by name in the document.
  • Bring complete documents. Please ensure all required documents are brought to your appointment. Applications with missing documents will not be processed.
