Information and Requirements for Afghan Confirmation of Identity

⚠️ Important Terms & Conditions
1. One appointment per person only — duplicates are cancelled.
2. Bring your original ID (Tazkira/Passport) on appointment day.
3. ID must match appointment details — no exceptions.
4. All documents must be complete and original.

Confirmation of Identity

Afghan nationals residing in Germany who do not have a valid Afghan Tazkira or Passport, and need to prove their identity to German authorities, can apply for a Confirmation of Identity at this Consulate General.

Important Information:
The applicant must visit the Consulate General in person. This document cannot be processed or issued in the absence of the applicant, via post, or online.

An appointment must be booked in advance through the official online system. Walk-in visits without an appointment are not accepted.

Minors must be accompanied by their parent(s) or legal guardian when visiting the Consulate General.

Applications are accepted only during official working hours: Monday to Thursday, 9:00 – 14:00.

Required Documents

The applicant must provide copies of the Tazkiras of two immediate family members. Eligible relatives include: father, brother, grandfather, uncle, or cousin (from the father's side). If the applicant has their own Tazkira, a copy of it must also be provided.
A copy of the Aufenthaltstitel or Personalausweis — both sides, clearly showing the name and address of the holder.
Any documents issued by Afghan authorities prior to the applicant residing in Germany must be provided. These may include diplomas, voting IDs, military service IDs, school certificates, or other official Afghan documents.
Two recently taken passport-size photos with a plain white background are required.
The official application form must be downloaded, completed online, and submitted before the appointment. You will receive a confirmation code which must be presented at the Consulate General.

Issuance Process

  1. In-Person Interview: The applicant must attend a mandatory interview at the Consulate General. Their identity will be verified based on the submitted documents and information provided during the application.
  2. Document Verification and Fee: All documents will be reviewed and verified by consular staff. A fee of €10 is payable by bank card. Note: cash payments are not accepted.
  3. Same-Day Issuance: Once all requirements are met, the Confirmation of Identity will be issued on the same day during working hours.

Important Notes

  • Not a substitute for Tazkira or Passport. The Confirmation of Identity is not a replacement for the Afghan national identity card (Tazkira) or passport. It is issued solely to confirm the applicant's identity and is intended specifically for use with German authorities.
  • No need to apply if you have a Tazkira. Afghan nationals who already hold a valid Afghan Tazkira do not need to apply for this document.
  • Designed for German authority requirements. This document is specifically designed to assist Afghan nationals in fulfilling legal or administrative requirements requested by German authorities, including courts, immigration offices, and public agencies.
  • Bring complete documents. Incomplete applications cannot be processed. Please check all requirements carefully before your appointment.
