Form e Ghayabi Tazkira

Afghan nationals residing in Germany who do not hold a valid Afghan Tazkira may apply through the Consulate General of Afghanistan in Bonn to obtain an Absentee Tazkira (Ghayabi Tazkira) form. This service is available for those compatriots who are unable to travel to Afghanistan in person.

What is a Ghayabi Tazkira?:
The Absentee Tazkira is the process of obtaining a national identity card (paper Tazkira) for persons who are unable to appear in person at the Afghan Civil Registration Authority. In this process, the applicant visits the Consulate General and receives the Absentee Tazkira application form. After completing the form, the applicant sends it physically to Afghanistan, where their immediate relatives follow up the document processing through the relevant authority in Afghanistan.
Important Information:
The applicant is required to visit the Consulate General in person. Submission of the application by post or online is not possible.

Booking an appointment in advance through the official online system is mandatory. Walk-in visits without an appointment are not accepted.

Applications are accepted only during official working days and hours: Monday to Thursday, from 9:00 to 14:00.

Who Needs a Ghayabi Tazkira?

Afghan nationals residing in Germany who have never obtained an Afghan Tazkira and wish to receive one, or whose Tazkira has been lost, may benefit from this service. Without a valid Tazkira, it is not possible to apply for an Afghan passport, a Celibacy Certificate, a Marriage Certificate, or many other consular services.
Afghan nationals residing in Germany who need to correct information on their Tazkira — such as Ministry of Foreign Affairs attestation, age correction, addition of surname, or other details — may also use this process.
A verified Tazkira is a mandatory prerequisite for applying for an Afghan passport. Applicants without a Tazkira must first complete the Absentee Tazkira process. Once the Tazkira is issued and verified by the Afghan Ministry of Foreign Affairs, the passport application can proceed.

Required Documents

The applicant must provide a copy of one of the following documents along with the original: Afghan Tazkira, e-Tazkira, or Afghan Passport. If the applicant does not possess any of the above documents, they must first apply for a Confirmation of Identity.
To complete the Absentee Tazkira process, it is necessary for one immediate family member in Afghanistan to follow up the proceedings in person — such as the father, brother, uncle, cousin, or aunt. A copy of the Tazkira of the immediate relatives along with their contact number is required.
A clear copy of the Aufenthaltstitel or Personalausweis — both sides, clearly showing the name and address of the holder.
The official Ghayabi Tazkira application form must be completed accurately and in full. The form requires detailed personal information about the person for whom the Tazkira is being requested, including: full name, father's name, grandfather's name, date and place of birth, province, district, village, and current address.

Issuance Process

  1. Online application: Fill in the form online; you receive an application number and a QR code. The consulate reviews the application and contacts you if anything is needed.
  2. Sending to Afghanistan: The form and documents are sent by the applicant or their relatives to Afghanistan, where the process is followed up through the relevant authority (Civil Registration).
  3. Follow-Up and Receipt: Follow-up of the process is the responsibility of the applicant. Once completed, the Tazkira is issued and, after attestation by the Afghan Ministry of Foreign Affairs, is received by the applicant.

Important Notes

  • A Tazkira is required for most consular services. Without a valid Tazkira, it is not possible to apply for a passport, Celibacy Certificate, Marriage Certificate, or many other official documents. Please take action as soon as possible.
  • Processing time depends on the relevant authorities in Afghanistan and may take several weeks or more. Accuracy in completing the form and providing complete documents will help expedite the process.
